Last season they made a big deal against physical bullying but they don't seem to care a lot about verbal bullying which is often the most common.

That doesn't justify what she does, but it makes it understandable.
And it turns her into one of the most complex characters of the series.

Her verbal abuse (towards Finn in Mash-Off for example) can get very bad at times, and her remarks are sometimes rather random and unnecessary. She gets used for the comedy aspect because she can, and has that repuation.
So yes, she is a bully. But is she a bad person? From what we've seen, I'd say she can be nice, supportive (urging Britt to run for president), and has good other traits. She hides them though, but we've known from early on that she likes being in Glee club (Sectionals). It doesn't justify her bullying, but it doesn't let the bullying condemn her

you know the real difference between them? when someone reached out and helped karofsky, he stopped being a bully, he stopped picking on kurt, he stopped picking on everyone else. Santana doesn't stop.

She seems to have stopped any really bad bullying since that horrible episode where they forced her to sit down and sang songs at her that made us all a little bit uncomfortable. She has done some small things like going off at Rachel being a glory hog but at sectionals her convincing Shelby to let ND join the TT if they lost was her trying to be nice even though that was portrayed as her being mean. On the whole she hasn't actually done anything that bad in a while, she still has her edge and we saw the glorious revival of Snicks in Michael but this time against the only legitimate threat ND has had since Sue Sylvester in season one so it was okay.

My thoughts exactly. If someone in high school had told me to do that I might have just gone and disappeared.
I keep thinking that they will redeem (so many chances) her but she cannot stop stabbing at peoples self esteem.

She did give him fair warning though.
Personally I hate using the noun "bully". Other than the dodgeball incident with Rory, I don't consider her that bad, but then again I went to the bitchiest school in the Southern Hemisphere. I think she has anger issues, but I wouldn't necessarily say she's a horrible person who deserves to be held by her hair over a flaming cauldron.

Well, yeah, but she's definitely not as bad as Karofsky was, he made Kurt fear for his life, but when Santana throws an insult it usually reminds me of a chihauhau who thinks it's a dobermann, rarely people seems to be genuinely hurt by her comments, and when they are then it's not funny, best examples will have to be when she told Rory to disappear and Finn that he has no future. IMO, even Quinn in the beginning was worse than Santana ever was. And ever since Santana's been out the closet her insults hasn't been mean spirited anymore, but more playfully affectionate, her poem to Sam when he returned was hilarious.

Or Sebastian throwing a tampered slushie at Blaine meant for Kurt that actually led to him needing surgery, but whatever.
Of course she's a bully but she is also quite a complex character and has been developed, fuck Karfosky was a bully worse than Santana and yet he gets sympathy for his outing but with Santana is because she was a bitch and deserved it or some shit like that and well obvs a WOC being outed is no big deal because she is not a white dude.

Frankly, her glorification has made it impossible for me to like anything she says or does anymore. When she was just background and wasn't the focus so much it didn't bother me, but there's just too much of her diatribes for my taste. Her insults aren't funny anymore to me either. Hell, my sister, who is only a casual fan, commented that her rant in the last episode to Brad wasn't even funny; just obnoxious and disrespectful. No remorse or repercussions for her bullying (beginning in the pilot when she, Quinn, and the other cheerios cyber-bullied Rachel) makes her irredeemable in my eyes. I may be in the minority about that, but that's how I feel. And while Naya is a capable actor, she doesn't have the ability like Jane does to make her insults not seem like personal attacks.
Disclaimer: No, I don't think her "outing" nor having been in the closet makes it alright for her to be a bitch. Hell, she got a whole, albeit crappy, episode dedicated to how freaking wonderful she is and how they all love her and want her to be happy. Please.
